Presentation of 3 tactile maps and other universally designed tourist signs to be installed in the Municipalities of Petacciato, Campomarino and Montenero di Bisaccia with tourist information in Italian, English, Arbereshe, Hebrew, Arabic and Braille.

The signage is inspired by the principles of universal accessibility and has lettering, icons and profiles in relief, highly legible characters, sans serif fonts, color contrasts, intuitive icons, materials that are pleasant to the touch and resistant to atmospheric agents.

In the upper part it takes up the real profiles of the coasts but above all presents simple information in Italian, English, Arbereshe, Hebrew, Arabic and Braille. The Arbereshe language is also present because the Municipality of Campomarino is one of the 4 Molise Municipalities of Albanian origin. It is the first time in the national and international panorama that these characteristics are used and it is truly commendable that the Mayors of the 3 Municipalities, together with the Molise Region and the CEAM (Episcopal Conference of Abruzzo and Molise), have wanted signs that favour centrality in the design of people regardless of their physical, sensorial, personal, cultural, linguistic and religious characteristics. Everyone will therefore be able to use it autonomously and simply by exploring it tactually.

In addition to carrying out the function of facilitating the understanding of places and mobility, it symbolically orientates towards universal dialogue and acceptance according to the principles of our Constitutional Charter and the UN Convention on the rights of people with disabilities.

The conception and design of the signs were handled by ITRIA (Intercultural and accessible tourist-religious itineraries) in the persons of Dino Angelaccio and Nunzia Lattanzio who involved an innovative and interesting Molise company from Termoli, the Tecnografica3d by Alessandro Lacerenza, in the realization.

This activity is part of the European project Tourism4All which sees the Molise Region as the leader in the promotion of a network of accessible tourist destinations that encourages seasonal adjustment and promotes social inclusion involving as many as 14 partners, 7 Italians (Molise Region, Veneto, Puglia, Irecoop Veneto, Delta 2000, Coop Sociale ODOS) and 7 Croatians (Croatian camping association, city of Buje and city of Zadar, Gal Brac, Aspira University, Sibenik Tourism Agency and RERA - Dalmatian Development Institute).

It should be emphasized that the Molise Region, together with the Municipality of Castel del Giudice and the Pastoral Care of Tourism, Sport and Leisure Abruzzo-Molise, excellently led by Mario Ialenti, has also started the InterculturalMolise project, experimenting for the first time universal accessibility together with the multiculturalism and interreligious dialogue in the creation of a tourist-cultural product capable of recounting the interaction between Christian, Islamic and Jewish culture and religion through the traces and memory of the immense material and immaterial cultural heritage present in practically all territorial realities.

The 3 Mayors of the Municipalities of Petacciato, Campomarino and Montenero di Bisaccia, the Molise Regional Tourism Councilor Vincenzo Cotugno, ITRIA, Tecnografica3d, S.E. will participate in the presentation event on 27 August. Other speakers include: Mons, De Luca, Bishop of the Diocese of Termoli - Larino, Rabbi Emeritus Umberto Piperno, a representative of the Islamic community and one of the Arbereshe community, Pasquale Di Lena expert in food and wine and Anna Gioria, journalist and blogger expert in accessibility and disability.

He brings a unique perspective to the business development of a service company dedicated to serving the needs of wheelchair users. Punsri was visiting his family Sri Lanka when the pandemic started. He is still there and describes how well the island nation has coped with the crisis. Punsri and Laurent discuss what the actors in the tourism industry need to do to address the future challenges of accessible travel.

The Spanish Representative Platform for People with Physical Disabilities, PREDIF, and the Region of Valencia Tourist Board will once again be partnering to bring about the 2nd TUR4all Congress: Accessibility at Smart Tourism Destinations, resulting from an agreement signed by both entities to promote Accessible Tourism in the region. The event will take place “virtually” given the current health situation and will start on 9 November. The aims of the 2nd TUR4all Congress are primarily to give prominence to the Valencia Region as an accessible destination and to promote the STD model in Spain, Europe, and Latin America.

The concept of a Smart Tourism Destination (STD) is a recent development, but it has become one of the key differentiating factors in such a competitive sector as tourism. Furthermore, it is an opportunity for destinations who aim to get this accreditation to create sites where  technology, people and the surroundings establish and maintain a suitable balance.

For PREDIF, having accessibility as one of the cornerstones of an STD makes complete sense. A tourist destination cannot ignore the needs of people who are their clients and new technologies are the tools that can facilitate a satisfactory and inclusive experience.

The Region of Valencia Tourist Board is a leader in the deployment of the STD Model in Spain. Since 2014,  the Valencian Institute of Tourism Technologies (INVATTUR) has been developing the Valencia Region Smart Tourism Destinations (DTI-CV) project to define the smart tourism destination model, and to set out the strategic guidelines to adapt the Region of Valencia’s tourism innovation system to the development of the STD.

The 2nd edition of the TUR4all International Congress falls within the activities of the DTI-CV network, spearheaded by the accessibility workgroup, which PREDIF is part of, and in which the following destinations are actively involved: Vinarós, La Vila Joiosa and Alcoy.

There will be a total of 20 sessions to promote accessibility best practices of smart tourism destinations across different fields: accessibility management, promoting accessibility, new technologies, signage and directions in an urban environment, accessibility insignias and certificates, public transport services, tourism offices, sun, sand and sea tourism, inland tourism, urban tourism, MICE tourism, active tourism, accommodation, restaurants, complementary tourism services and products, theatres and shows, cultural and natural heritage sites as well as workplace inclusivity and employment and entrepreneurship.

An assessment committee made up of international experts in accessibility and tourism will review the examples of best practices put forward by destinations and businesses.

EU cities are invited to take part in the Access City Award 2021, the EU Prize for cities accessible to persons with disabilities and elderly people.

European cities over 50 000 inhabitants have the opportunity to present their designed actions and strategies to become barrier-free and better places for everyone to live and work.
The selection process will have two stages:

  • national juries will evaluate the applications at a national level;
  • an EU jury will then assess the shortlisted applications

ENAT has had the pleasure of partnering with the Lebanese Union for People with Physical Disabilities to support the development of accessible tourism in Lebanon through the development of accessibility guidelines, on-site assessments at tourist sites and policy work. At this very painful and anxious moment, with multiple crises overwhelming the country, we send our best wishes to all at LUPD and to the Lebanese people.

The World Tourism Organization (UNWTO) is calling on destinations to recognize the needs of travellers with disabilities or specific access requirements as they open up to visitors again. In partnership with the ONCE Foundation of Spain and the European Network for Accessible Tourism (ENAT), the United Nations specialized agency has released new guideline to ensure accessibility and inclusivity as the responsible restart of tourism gets underway.

The World Tourism Organization (UNWTO) is calling on destinations to recognize the needs of travellers with disabilities or specific access requirements as they open up to visitors again.

In  partnership  with  the  ONCE  Foundation  of  Spain  and  the European Network for Accessible Tourism (ENAT), the United Nations specialized agency has released new guideline to ensure accessibility and inclusivity as the responsible restart of tourism gets underway.

According to the newest data from UNWTO, 40% of global destinations have now eased restrictions on travel introduced in response to COVID0-19.

Now, with tourism steadily returning, UNWTO has joined disabled people’s organizations and organizations from across civil society to design a basic set of recommendations aimed at maintaining the ethos of “Accessible Tourism for All” in the new reality.

Accessibility means opportunity

These Guidelines, produced in collaboration with ONCE Foundation and ENAT show that simple, thoughtful measures can make a real difference for travellers – and in return, allow destinations to welcome this wide and diverse demographic as they look to recover from COVID-19. 

The “Reopening Tourism for Travellers with Disabilities” guide also notes the opportunities available to destinations that take steps to accommodate the specific needs of persons with disabilities, those with specific access requirements and seniors. This is particularly relevant now since tourism has been among the hardest hit of all major economic sectors, with businesses big and small at risk.

UNWTO Secretary-General Zurab Pololikashvili said: “Much progress has been made in making tourism more accessible to all. As we guide the responsible restart of tourism, we must make sure that this progress is not rolled back. Instead, it must be stepped up as it will benefit everyone. These Guidelines, produced in collaboration with ONCE Foundation and ENAT show that simple, thoughtful measures can make a real difference for travellers – and in return, allow destinations to welcome this wide and diverse demographic as they look to recover from COVID-19.”

Fundación ONCE Vice-President, Alberto Durán, underlined: “We are making great efforts to help everyone enjoy travel and tourism. It is fundamental that we use this time of change to sensitize all stakeholders to the need to include persons with disabilities and their families in tourism, leaving no one behind. These clients can help businesses stay afloat in these challenging times, representing opportunities for all."

ENAT President, Anna Grazia Laura stated: “These practical guidelines for curbing the spread of COVID-19, with due regard for accessibility and inclusion within tourism, can contribute to global efforts to reassure all visitors, benefitting tourists, businesses and destinations alike"."

Guidelines for whole of the sector

The Guidelines are a set of basic recommendations addressed at different stakeholders working across the whole of the tourism value chain. All are aimed at helping stakeholders, including accommodation providers, bars, restaurants and tourism offices, adjust to new health and sanitary demands without reducing accessibility.

The recommendations cover four distinct areas:

  • Travel Planning and Protocols: Including steps to guarantee seamless travel, and for making relevant information available and accessible to all
  • Transportation: Including the importance of upskilling employees, adjusting protocols for passengers with disabilities/access requirements at airports and stations, as well as the provision and hygienic upkeep of mobility equipment
  • Accommodation, Bars and Restaurants: Focusing on accessibility to cater for different needs of clients, guaranteeing social distancing, and enhanced hygiene procedures in all tourism-related establishments
  • Tourist Activities: Including recommendations to help destinations and attractions adapt existing protocols by taking into account accessibility issues related to queuing, health and safety measures, and new venue capacities.

ENAT Membership Fees Waived. COVID-19 relief for small businesses and individual members https://www.accessibletourism.org/?i=enat.en.news.2184 1/7/2020. At the ENAT Annual General Assembly held on 24 June, due to the severe financial impacts of the COVID-19 pandemic on the tourism sector in all countries, the members unanimously decided that ENAT Annual Membership fees for Small and Medium-sized Enterprises (SMEs) and Individual Members are to be suspended for one year from 1st July 2020 to 30 June 2021.



This applies to businesses up to 249 employees (full-time equivalent) and individuals who may be self-employed, students, pensioners, retired or unemployed.  (Any automated requests for payment received in this period can be ignored).

ENAT Members who have already paid their annual fee between 1st January and 30th June 2020 will have their membership extended without charge for one year from their renewal date in 2021. 

New (or returning) SME and Individual members joining ENAT in the period 1 July 2020 to 30 June 2021 will have one year's free membership from the date of joining.

Other member categories (Public sector organisations, International bodies and NGOs), are required to pay the Annual Membership Fee as normal.

We hope that this period of free membership will provide a “cushion” for many members against financial difficulties at this time and will allow members to maintain and grow their networking activities with other ENAT members from near and far.

RESTAT - Recognition Of Skills To Transform Accessible Tourism https://www.accessibletourism.org/?i=enat.en.enat_projects_and_good_practices.2180 The project, funded by EU ERASMUS+, aims to address the scarcity of available VET training courses by offering a holistic, package solution to render Tourism workers and professionals competent, ready to offer diverse tailor-made services to tourists with special needs, and notably, to subsequently act as the true promoters of Accessible Tourism.

RESTAT will gather a multidisciplinary partnership consisting of 6 partners from five countries under the lead of Municipality of Tusa and will develop four principal Outputs:

  • A Practical Skills and Employment Context Mapping research study (IO1) to identify a set of desirable AT skills most likely to be accumulated on-the-job, plus a set of Prospective Job Mobility Opportunities for professionals with skills in AT. It will establish the compass for successive outputs.
  • A Skills Endorsing Tool (IO2) to objectively evaluate, recognize and even classify the level of skills tourism workers have regarding AT through successful completion of a series of testing devices.
  • An Upskilling Course (IO3) with 04 Specific Training module of intermediate level, useful for both tourism workers and managers in rendering their services more professional, well-planned, entertaining and tailor-made to different special needs.
  • A Career Guidance Tool (IO4) to boost Employability and Job Mobility of Tourism Professionals point them to the most suitable career options basing on both of their validated skills and personal characteristics.

Applying a holistic approach, all four Intellectual Outputs (IO) will be linked to each other in an organic manner, i.e. the development of the next Output shall depend on and continue from the findings and result of the previous one.

IO1 will follow the Delphi method when conducting questionnaires, interviews and focus groups, using a panel of experts and peer-review to allow more converging final answers.

IO2 will use a rich, ample battery of modular tests of various formats using interactive graphics that ensure a front-end, user-friendly experience in order to produce an objective assessment integrable to other skills passports.

IO3 will employ a MOOC-like format, including multiple forms (texts, videos, webinars lectures, virtual groups, exercises, and tests) for each training module.

IO4 will provide an innovative profiling software that combines skills and personality in giving the right career guidance advice. In addition, each output development will strictly follow the EQAVET circle to allow test, revision, and improvement.

Regarding Target groups of participants, RESTAT shall strive to involve the following four groups in both implementation and dissemination activities:

A – Tourism managers and VET providers aspiring to increase services and quality;

B – Tourism workers and professionals (including seasonal ones);

C – Central and Local authorities seeking strategic development options;

D – Employers, job agencies and advocacy groups.

In the long run, RESTAT aims to make AT a vibrant economic sector in smaller towns’ context with the well-prepared workforce to enforce sustainable development, responsible tourism and the social value of equal opportunity.

It also aspires to contribute to Europe’s harmonization schemes for recognizing, validating and better-utilizing workers’ skills and qualifications.

Brussels, 20 May 2020. The European Tourism Manifesto alliance, the voice of the European travel and tourism sector, has issued the following statement on the European Commission’s guidance on how to safely resume travel and reboot Europe's tourism in 2020 and beyond.

European travel and tourism is one of the ecosystems most affected by the coronavirus crisis. The European Tourism Manifesto alliance welcomes the European Commission’s adoption of a comprehensive package on Tourism and Transport on 13 May 2020 which acknowledges the importance of the travel and tourism sector for the economy and employment in Europe, and it proposes a coordinated approach to the lifting of travel restrictions and safely and gradually re- establishing transportation links and tourism activities.

This package represents a first and important step to facilitate travel in Europe, support the sector’s recovery from this unprecedented crisis and enable a more sustainable tourism ecosystem in the future.

Saving the summer season in Europe

We call on national governments to urgently follow the European Commission’s recommendations to lift travel restrictions in a coordinated way and implement harmonised health and safety protocols. As soon as the health situation allows, it is crucial to restart leisure and business travel in 2020 to save at least part of the summer season and support the millions of livelihoods that depend on our sector.

However, we need a well-coordinated and timely approach across the EU to re-establish effective operations, remove travel barriers and re-build confidence in travel. Unilateral and fragmented measures should be avoided as they would only lead to confusion and disruption for travellers and businesses alike.

WTTC research shows that at least 6.4 million jobs will be impacted across the EU this year if a coordinated approach for the travel and tourism sector is not followed.

Governments should implement harmonised protocols for health and safety that seek to protect all travellers including those from vulnerable groups, senior travellers and people with disabilities or long- term health conditions, as well the workers providing services in travel and tourism.

The alliance remains open to work with the Commission and Member States to ensure that recommendations are turned into concrete actions that are workable and feasible for all players, big and small, and for all leisure and business travellers. In this regard, we commend the commitment already made by several EU governments to coordinate the lifting of border controls and work on a common understanding of health-related standards and procedures as published in a joint statement by the Ministers of Foreign Affairs of Austria, Bulgaria, Cyprus, Croatia, Germany, Greece, Italy, Malta, Portugal, Slovenia and Spain on 18 May 2020. We ask governments to carefully reflect before deciding whether all arrivals need to self-isolate and before encouraging domestic tourism only.

Travellers will be deterred from embarking on trips of any kind if a blanket quarantine is imposed when they arrive at the destination of their choice and then again when going back to their original destination. According to a survey carried out by IATA in April 2020, 69% of recent travellers would not consider travelling if it involved a 14-day quarantine period. Quarantine requirements for travellers can be avoided if Member States follow the guidelines proposed by the European Commission.

We welcome the Commission’s proposal to set up a dedicated website with a map combining real- time information related to tourism and we call for its swift launch. Such a website should map information from Member States and stakeholders of the tourism value chain, including detailed and up-to-date information on the situation of the borders of all EU countries (air, land, sea borders), travel restrictions, public health and safety measures, and available tourism services including openings of tourist attractions and events across the EU. This will facilitate business planning as well as travel planning of prospective visitors. However, businesses (especially microenterprises and SMEs) should not be burdened with a requirement to provide more information as they are fighting to survive and those who will open will be subject to additional workload to follow strict health and safety procedures. With the holiday season about to start in a few weeks, this website must be operative as soon as possible, even if with – initially – limited content.

Support Measures for the sector

We welcome the Commission’s proposed financial measures which shall be adapted to the needs of players of all sizes and made available to all types of workers.

The European Commission’s communication acknowledges the sector is in a critical situation and proposes several financial rescue programmes. The Commission and Member States shall make sure that also small businesses (such as microenterprises) can easily access and benefit from this financial support. Moreover, the SURE mechanism should be implemented as soon as possible as workers cannot wait any longer. This instrument must cover all workers, including those with non-standard forms of employment who are so far widely excluded from short-term arrangements or other forms of state wage compensation schemes.

We urge EU,national and regional governments to continue to aid and assist the tourism ecosystem to overcome this crisis and strengthen its resilience in the long run. Support for leisure and business travel must be included in recovery plans and actions of all affected economies. Destinations, businesses, private owners, workers (including students and people with disabilities), entrepreneurs and self-employed individuals need to get through this devastating period and prepare tomorrow’s tourism.

Availability of liquidity remains a big issue. Therefore, further action from the EU and governments including direct grants is fundamental to help them during the recovery phase and after.

Once the COVID-19 pandemic has been brought under control, governments should focus on attracting all types of visitors back, from markets worldwide (including group travel, low-income and disabled travellers), and offering them reassurance that it is safe to explore and visit their destinations. To activate a prompt recovery, it is crucial to reinstate trust and confidence in travelling and rebuild the demand by supporting destinations and tourist attractions, increasing budgets for promotion, marketing and product development purposes, and by supporting public-private partnerships.

We believe that the next step shall be a proposal from the European Commission on a wider economic package for travel and tourism recovery to benefit all workers, including those with non-standard forms of employment, as well as economic operators of all sizes.

Tourism of tomorrow

We applaud the European Commission’s vision to create a sustainable future for the travel and tourism ecosystem, which is in line with our long-established policy priorities.

This crisis creates a downturn, but also an opportunity for change, for a new beginning in tourism across Europe. We shall use this opportunity to create a more resilient and sustainable destination Europe in the future, which is better for our communities and our visitors and all those providing tourism and travel services. This is why the European Tourism Manifesto alliance endorses the Commission’s ambition to strengthen the green and digital transformation of EU tourism and maintain Europe as the world's leading tourism destination in terms of value, quality, sustainability, and innovation.

This new long-term vision is in line with the policy priorities set out by the alliance long before this crisis began - remaining competitive, further digitalisation of the sector, good governance, joint promotion of Europe as a tourist destination, sustainability, improving skills and mutual recognition of qualifications, reducing seasonality and fostering connectivity. We are ready to work with the European Commission to accelerate the transformation to the tourism of tomorrow.

The organisations of the European Tourism Manifesto alliance look forward to continue working with, and supporting the European Commission, in identifying additional measures needed to guarantee a full-speed recovery of the sector from this unprecedented crisis.

We are ready to contribute to the European tourism convention regarding the European tourism of tomorrow and jointly start building a roadmap 2050 towards a sustainable, innovative, and resilient European tourism ecosystem (‘European Agenda for Tourism 2050’).

Tourism is an engine for economic recovery. However, it needs continuous support and strategic policy integration in order to contribute to the recovery and growth of economies. Working together is key to ensure that we have common rules and offer certainty to travellers.

30/06/2020 European Council agrees to start lifting travel restrictions for residents of some third countries. The Council today adopted a recommendation on the gradual lifting of the temporary restrictions on non-essential travel into the EU. Travel restrictions should be lifted for countries listed in the recommendation, with this list being reviewed and, as the case may be, updated every two weeks. Based on the criteria and conditions set out in the recommendation, as from 1 July member states should start lifting the travel restrictions at the external borders for residents of the following third countries... (list follows - refer to link above).

EU Parliament requests further action to save EU tourism. MEPs call for additional measures to save the EU’s tourism and travel sector and make it future-proof after COVID-19 crisis. The Parliament wants EU support to serve as a tool to guide infrastructure and transport development and tourism towards more sustainable, innovative, resilient and high-quality products and services. The Parliament supports the concept of ‘safe and smart destinations’ to ensure the development of sustainable, responsible and accessible tourism.

Brussels, 17 May 2020. Making PM² project management methodology accessible to the European Network of Accessible Tourism.

Brussels-based non-profit associations, ENAT and PM² Alliance have recently signed an MoU with the aim of sharing expertise and fostering closer relations among their members and partners. 

Over the last 12 years ENAT has built a strong reputation as a “champion” for the development and promotion of better access in the tourism sector for visitors with disabilities and/or other access requirements. Its associates and members include the UN World Tourism Organisation, national and regional tourist boards, tourism enterprises, educational institutions and organisations representing people with disabilities and other advocacy groups. ENAT has carried out numerous projects and studies for the EU Commission and European Parliament, and contributes to education and training for the tourism sector and development of accessible destinations and businesses in Europe and further afield.

The PM² Alliance asbl is an international, not-for-profit organisation with a broad membership across the member States of the EU. Through its activities, the PM² Alliance develops and fosters excellence in Project Management, creates and disseminates knowledge throughout its network for the enhancement of project management mindsets and practices, bringing peers together to exchange on the latest developments and promotes the wide adoption of the European PM² Methodology.

Speaking after signing their new Memorandum of Understanding, ENAT President, Anna Grazia Laura said:

  • “We look forward to our cooperation with PM2 ALLIANCE and its members, especially as we develop our management of international projects. Tourism projects are always challenging, given the number and variety of stakeholders involved in this complex domain. Virtual reality-based technologies, using 360-degree videos of tourism destinations viewed on a VR headset can substitute for real trips and help tourists dream or plan for the next vacation. A new survey indicates an opportunity for creating a parallel economy for tourist guides as 360-video content providers.

Global tourism is a trillion-dollar industry, representing in the order of 7% of global exports and contributing significantly to global gross domestic product (GDP). International arrivals and tourism receipts have been growing at an annual rate of 3 to 5%, outpacing the growth of international trade, and in 2019 exceeded EUR 1.29 billion and EUR1.57 trillion, respectively. The tourism industry is one of the business sectors most affected by the COVID-19 outbreak.

The World Tourism Organisation (UNWTO) foresees a decline of international tourism of 60% to 80% compared to last year, amounting to losses of between EUR 840 billion to EUR 1.100 billion in export revenues worldwide, and the World Travel and Tourism Council has warned the pandemic could lead to a loss of 50 million jobs worldwide in the travel and tourism industry.

Some of those most affected by this will be small tourism operators and tourist guides.

Under lockdown conditions, tourism destinations and businesses across the world have intensified their efforts to place themselves on the screens of millions of customers, showing the delights of their scenery, attractions and tourism activities that may encourage visitors to their cities and regions, once the crisis subsides.

Restricted to our homes, new technologies can allow us to enjoy ‘virtual tourism’ as a way of substituting real trips – for a while – and to dream or plan for the next vacation.

Virtual reality-based technologies, using 360-degree videos of tourism destinations, viewed on a VR headset, offer the sense of ‘being there’, which undoubtedly stimulates the urge to travel and enjoy new experiences. Moreover, the immersive experience of places enables viewers to gain the confidence to travel by letting them explore and interact with the projected surroundings.

We should not overlook the importance of the human, interpersonal element in virtual tourism, and this is where tourist guides could play a crucial role as ‘360-content-providers’. With their deep knowledge of history, monuments, landscapes, stories and the cultural setting, tourist guides are specialists in communicating with visitors.

We propose that virtual reality-based tourism can provide an alternative or, more likely, an additional revenue stream for tourist guides, working in collaboration with tourism operators, destination managers and tourist boards. This would create a parallel revenue stream not only during this period of tourism decline but also in the long run as an enabler of, and alternative to, traditional tourism.

Tourist guides survey

Funded by Oi2Lab, the technology start-up, Kerckhoffs Ltd, UK, in collaboration with the European Network for Accessible Tourism (ENAT), carried out an online survey in order to understand the challenges and interest of tourist guides to take up VR-based tour guiding by becoming 360-degree-video content providers for a global Virtual Tourism platform, ‘Eyemmersive’ (EYEM).

The survey ran for three weeks in the global lockdown period, April-May 2020, and received responses from 64 tourist guides across the globe. 73% of the respondents are registered professional tourist guides from Europe.

Key observations

We found that

  • 32.8 % of the registered tourist guides have previous experience of creating videos and documentaries. Interestingly, 93% of the respondents who said that they do not have any previous experience in video production, are willing to take part in training for VR content creation.
  • 90% of respondents expressed their interest in taking part in a training programme for VR content creation.
  • 95.3% of the respondents can provide tourist guiding in the English language. In second place comes French with 28.1% followed by Spanish (25%).
  • Only 13% of the respondents have never heard about VR, and about 22% of the guides have also experienced VR in some form. This suggests that VR is not an entirely new paradigm to tourist guides.
  • 73% of the respondents are ready to make a one-time investment if they see an opportunity of having a revenue from VR based tourism.
  • Only 23% of the respondents currently have a second job, which means registered tourist guides may be at risk of losing their livelihood due to the COVID-19 pandemic or other situations where tourism is curtailed for a longer period.

VR traveller survey

In a previous survey by Kerckhoffs Ltd. carried out in September 2019, we asked travellers how VR might offer a better experience of travel and tourism.

We examined people's perceptions about experiencing immersive technologies (Virtual Reality, Augmented Reality and Extended Reality) in relation to tourism and found that more than 50% of the respondents would be willing to pay for VR based tourism if it was offered to them.

More than 60% of the respondents would like to have VR based tourism at a cost of less than 5% of the actual travel cost per person, if they travelled to the destination.

Concluding remarks

Traditional tourism can never be replaced by VR based tourism; however, VR based tourism can be an enabler for traditional tourism, particularly post COVID-19 where the tourism industry needs rejuvenation.

VR technologies have been around for some time already but now we see a definite interest and potential for its wider use, and, particularly, for creating a parallel economy for tourist guides.

Consumers currently own 26 million virtual reality headsets globally, according to data from tech consulting firm Omdia (formerly Ovum). Another tech-watcher, Statista has projected a growth in the global sales of VR headsets to private consumers and educational institutions of 250%, with an estimated value of 16 billion US dollars by 2022, indicating that VR is moving steadily into the mainstream consumer market after its initial growth came mainly in the industrial, manufacturing and gaming sectors.

Just as the tourism industry needs to reinvent itself post COVID-19, the VR industry and particularly the VR market also needs a new domain to achieve its expected growth. Hence we predict there will be a great synergy between VR emerging technologies and tourism industry in the coming years.

The courses are at two levels: Vocational and Educational Training (VET)  for 18 - 30 year olds and Continuing Professional Development (CPD) for professionals working in the travel, tourism and hospitality sectors. (Corresponding to European Qualifications Framework - Levels 4 and 5, Higher Education). 

It should be noted that the courses are not officially registered in EU National Qualifications Frameworks but one course, “T-GUIDE”, is accredited by ENAT in conjunction with FEG - The European Association of Tourist Guide Associations.  

All the on-line courses are designed for self-study (without the need for a tutor), offering assessment through online quizzes at the end of the course modules. Each of the courses would normally be supplemented with face-to-face training offered by ENAT Experts or by Staff of our partner organisations.  

All courses are free of charge.

The Pantou Accessible Tourism Directory was established initially as a data collection tool for a European Commission study of the supply of accessible tourism in Europe in 2014. It lists tourism suppliers who are able to offer accessible tourism services to customers with specific access requirements, including older persons, people with disabilities, families with young children and those who have a long-term health condition. Since the end of March, 2017 the Pantou Directory has been opened up to include accessible tourism suppliers based in any country - not only those located in Europe. T-GuIDE is an initiative of nine organisations supported by the European Union’s Lifelong Learning Programme, ”Leonardo Da Vinci”. EU Study: Mapping and Performance Check of the Supply of Accessible Tourism Services in Europe.

This study, which started in February 2013, involved interviews with key stakeholders, desk research and surveys to identify "best practices" across the supply chains. In addition, a new European “Tourism for All online Register” service, Pantou.org was set up, enabling tourism suppliers to present their accessible accommodation, venues, attractions and services.

EU Study: Mapping the Skills and Training Needs to Improve Accessible Tourism Services in Europe.

The 12-month study, which started in February 2013, mapped the staff skills needs to improve accessibility and safety in the tourism services and analysed the availability of corresponding training in EU Member States as well as transferable training curricula and courses from other regions of the world.

20 Case Studies of Accessible Tourism Training


Financed by the European Commission and project partners, the ITA project will contribute to developing a new direction in the tourism sphere in Georgia. It aims to benefit, in particular, persons with disabilities and elderly citizens and contribute to the economic development of Georgia by involving directly civil society organisations, small and medium-sized enterprises and public sector bodies in training, development and dissemination activities.

eAccess+ Thematic Network

eAccess+ is a thematic network funded under the EU Seventh Framework Programme, ICT PSP third call for proposals 2009:CIP-ICT-PSP-2009-3 Project Number: 250568.
The eAccess+ network aims to bridge the widening gap between the potential of ICT/AT and eAccessibility for people with disabilities and the ageing population on the one hand and the actual implementation of eAccessibility on the other hand.
eAccess+ is driven by 25 core members, coming from all over Europe. It is their task to involve all stakeholder groups at national level and to expand the network by recruiting a group of so called “Associated Partners”.

STEEP - Social Tourism European Exchanges Platform

The STEEP project aims at creating and developing a web‐based platform as a mechanism intended to facilitate transnational tourism particularly during the low season, and within the different Calypso target groups. Dear Friends,

At the end of June, for the first time in 12 years, we held our Annual General Assembly (AGA) online.

We were all still haunted by the COVID 19 and the safety rules of many countries did not allow us to travel and to meet, as usual, in Brussels.

In June it was possible to examine some of the problems that the pandemic has created to the economic structure of almost all the countries in the world with more realistic data. The shutdown of companies and commercial activities has created unexpected economic problems to employers, who risk not to open their activity again and to workers who, in a large majority, have lost or might lose their jobs. The tourism sector has thus been hit with a tremendous force.

This fact, combined with a general feeling of fear for possible additional outbreaks of COVID infection and the strict rules for social distancing, will discourage tourists from starting to travel again soon.

Consequently, in consideration of the difficulties that our Members are facing due to the pandemic influence on tourism activities, we presented the AGA with the proposal to waive some of the membership fees for the current year. This facility will be available for small and medium-sized private companies, self-employed and individual members only.

I am proud to say that the proposal was unanimously approved and the procedures to take advantage of this provision are clearly described on our website.

We hope to have contributed to encourage our members and continue to design and develop new tourism opportunities for all.

We hope that this opportunity will also attract new members who might then approach our network for the first time and feel confident to be part of our initiatives in the future.

To better serve our members and potential new members, we decided to set up an Online Community Website, which is currently under development by EWORX S.A. our Greek Founding Member. The ENAT Community website will allow all members to interact in a dynamic way, establishing, for example, regional groups or thematic groups to support regional member activities, foster new projects and share new ideas and insights. We will be informing all our members and stakeholders about this new development this autumn and hope that this Community will help to take ENAT to the global level we aspire to.

Fostering Tourism for all is also a goal in our Strategic Plan 2020-2024, which outlines the priorities that the Network has to address in the next five years. The Strategic Plan is a major commitment for all of us. Through different initiatives we will shape our future to be increasingly responsive to the requirements of our network and adaptive to external demands. The full text of our Strategic Plan will be published soon on the ENAT website.

We still have challenges in front of us due to the social and health situation. I am, however, confident that we will be able to face the near future with an open mind and identify the most promising opportunities to start working together again with confidence and reciprocal trust.

General Information

ENAT is a non-profit association, registered in Belgium. According to the terms of the Belgian legislation there are two membership categories: “Associate Members” (membres adhérents) and “Full Members” (membres effectifs). 

The members must be physical persons or legal entities. By registering with ENAT, members show they agree with the aims, objectives and purposes of the association, as described in the ENAT Statutes.

New members are accepted as an Associate Member. 

Associate Members who wish to become Full Members must apply by letter to the ENAT Board, as described in the section, below: Full Members

General Conditions of Membership:

The following general conditions apply to all new applicants and renewing members:

  • Registration is made via the on-line form at https://enat.eu/user/register
  • After registration and activation of your account, please download your PDF Invoice from the Members' Area (Subscriptions) and pay the fee.
  • New Associate Members should provide appropriate documentation by Email to members@enat.eu in order for ENAT to verify their status and ensure the correct fee to be paid.
  • ENAT membership is open to businesses and organisations of all sizes.
  • Individuals may also join ENAT.
  • Associate Members do not need to demonstrate experience in accessible tourism but for tourism providers commitment to the ENAT Code of Good Conduct is desirable.
  • Applicants for Full Membership must apply in writing to the ENAT Board with a description of proven experience in accessible tourism within their field(s) of activity. 
  • The annual fee must be paid (in EURO) either via the online payment system (PayPal / Credit Card), or by bank transfer within 30 days of registration (Associate Members) or within 30 days after approval of full membership request (Full Members).
  • From 1.1.2019, organisations and individuals based outside Europe may also apply for Full Membership of ENAT.

After registering via the on-line registration page, the applicant should pay the appropriate Associate Member's fee.

You can pay by PayPal or Inter-bank transfer.

NOTICE to ENAT Members and Past Members (1st July 2020)

Membership Fees Suspended - COVID-19 Relief.

At the ENAT Annual General Assembly held on 24 June 2020, due to the severe financial impacts of the COVID-19 pandemic on the tourism sector in all countries, the members unanimously decided that ENAT Annual Membership fees for Small and Medium-sized Enterprises (SMEs) and Individual Members are to be suspended for one year from 1st July 2020 to 30 June 2021.

This applies to businesses up to 249 employees (full-time equivalent) and individuals who may be self-employed, students, pensioners, retired or unemployed.  (Any automated requests for payment received in this period can be ignored).

ENAT Members who have already paid their annual fee between 1st January and 30th June 2020 will have their membership extended without charge for one year from their renewal date in 2021.  

New (or returning) SME and Individual members joining ENAT in the period 1 July 2020 to 30 June 2021 will have one year's free membership from the date of joining.

Other member categories (Public sector organisations, International bodies and NGOs), are required to pay the Annual Membership Fee as normal.

Why Have A ‘European Network for Accessible Tourism’?

Europe - like other parts of the world - lacks many appropriate accessibility provisions for the general population. This is a problem which affects many people both in their daily lives and also as tourists.

Physical access and access to information are often less than adequate in transport, at tourist destinations, in accommodation and all kinds of venues and attractions. This lack of accessibility has a direct and negative effect on tourist numbers (domestic, inbound and outbound) and on the quality of tourism destinations and products. Many tourists and would-be travellers experience access problems, especially those with physical or sensory disabilities, people who are older and perhaps a little more frail, as well as pregnant women, families with small children and people with a chronic health condition or a temporary disability. All of these people need “accessible tourism”.

Some of the access difficulties we find today are due to many years of ignorance about access requirements when planning, designing and managing buildings, transport systems and infrastructure. For a long time, customers’ access requirements were not known or understood, and even today – despite improvements - accessibility issues are not being taken sufficiently into account in the tourism sector.

Planning laws and policies, building norms and standards in accessibility vary widely between the regions and Member States of the European Union, and among neighbouring countries. The availability of expertise in planning and designing accessible infrastructure and services also varies considerably. This situation gives rise to some confusion and lack of certainty when planning and developing accessible tourism facilities and services. - either when upgrading or starting from scratch.

ENAT is working to improve accessibility in the tourism sector by consolidating existing knowledge in the universal design of environments, products and services and giving all actors the opportunity to put this knowledge to use through collaboration.

With ENAT, we want to help make Europe as a whole an accessible destination, where all travellers can move freely, enjoy new experiences and be sure of getting the service they need and expect. We believe that accessible tourism must be made a priority - for the good of the tourists and for the long-term sustainability of the tourism industry.

Update, 2020: Transcending boundaries, uniting the global community

Since its founding in 2008, ENAT's mission has been "...to make European tourism destinations, products and services accessible to all travellers and to promote accessible tourism around the world".

Thanks to the combined efforts of our members, past and present, ENAT has become a global resource and reference point for the shared vision of inclusive, accessible tourism, often summarised in the three words: "Tourism for All".

ENAT is not exclusively European. Far from it.  We welcome members from all world regions, countries and destinations who share our values, and who seek to be front-runners in the field of accessible tourism. Accessible Tourism seeks to overcome barriers and transcend boundaries, uniting actors and stakeholders for the common good. 

We are proud to work with the global community of decision-makers, tourism authorities, large and small businesses, Non-Governmental Organisations, educational institutions, professionals and individuals by helping them to reach their goals and providing them with networking opportunities. At the same time, we value the diversity of experience and expertise they bring to our network, from all parts of the world.

As we face similar - and also different - challenges, we learn from each other and, as a growing, global community, we recognise and share good practices that can benefit everyone. 
Together we strive for higher professional standards and improved quality in tourism services, offering greater choice and a warm welcome for the great diversity of tourists of all ages and abilities.

Entering a new decade in 2020, ENAT looks forward to strengthening the association's global reach, by serving as a network for people and organisations everywhere who wish to learn more about Accessible Tourism as a driving force for competitive, sustainable and inclusive businesses, communities and destinations.

ENAT National Coordinators

ENAT National Coordinators have been established in several European countries.

National Coordinators are appointed by the ENAT Board to work towards the aims and objectives of ENAT at the national level. They recruit new members, provide information in the national language, and provide services for the members in their respective countries. 

National Coordinators also act as the "face" of ENAT in their country. As such, they may liaise and collaborate with other national bodies and organisations on matters concerning accessible tourism.

More ENAT National Coordinators will be established in other countries in Europe and, possibly, in other regions of the world.

The mission of the European Network for Accessible Tourism is to make European tourism destinations, products and services accessible to all travellers and to promote accessible tourism around the world. .

  • ENAT aims to achieve this by bringing together sector actors to share their experience, learn from each other and collaborate.
  • ENAT promotes wider awareness and understanding of the need for accessibility in all areas of travel and tourism throughout Europe.
  • ENAT supports the development and spread of good policies and practices.
  • ENAT works to develop knowledge and expertise on accessibility issues in the European tourism field.
  • ENAT provides a platform for those who support accessibility in tourism, and a representative voice towards European and national institutions and organisations whose actions have a direct influence on the tourism sector.
  • ENAT promotes accessible tourism as a means of combatting discrimination towards people with disabilities and promoting greater social inclusion at an international level.

Through the Tourism Manifesto, ENAT and partners seek to promote European tourism policies in favour of social and cultural sustainability and tourism as a right for everybody.

Blue Flag logoThe Blue Flag programme is a voluntary eco-label awarded to more than 4500 beaches, marinas and sustainable boating tourism operators in 45 countries, worldwide. In order to qualify for this award, a series of stringent environmental, educational, and especially, safety- and access-related criteria must be met and maintained. The Blue Flag programme is owned and run by the non-governmental, non-profit organisation the Foundation for Environmental Education (FEE).
FEE and ENAT have signed a Memorandum of understanding and ENAT is participating in the Blue Flag International Jury, providing its international accessibility expertise.

ENAT is a non-profit association for organisations that aim to be 'frontrunners' in the study, promotion and practice of accessible tourism. You may be an expert or new to the area - in either case you are welcome!
